Construction of this new five-story, 106,000 SF structure began in September 2002 and was completed in September 2004 at a cost of 16.7 Million. The building is supported by a deep, drilled pier foundation system. Elevated decks were constructed of mildly reinforced cast-in-place concrete supported by concrete columns. The building has a precast concrete façade.
The new structure houses the hospital emergency room as well as doctors’ offices and hospital administrative functions. It is an addition, as it connects to the rest of the hospital complex.

MCE Scope of Services
Meyer Consulting Engineers was retained by the Hospital to provide full-service construction materials testing & inspection services. These quality control responsibilities were performed in accordance with Montgomery County Maryland Complex Structures inspection procedures. Our staff inspected structural construction inclusive of deep foundations, soils fills & backfills, floor flatness, cast-in-place concrete, reinforcing steel, formwork and exterior cladding. Off site testing of soils and concrete samples was conducted at MCE’s WACEL certified laboratory.
Key MCE personnel included Michael A. Moran, III, P.E. (Principal Quality Control Engineer), Charles Fountain (Inspections Project Manager), Igor Bengert (Senior Structural Inspector) and Tim Swift (Materials Testing Laboratory Manager).
