Size & Type of Project
This is a high-rise institutional parking garage with below grade levels constructed in the late 1960's. Primary framing members consisted of single-stem precast "T"s, which are today quite rare. The "T"s were topped with field poured cast-in-place concrete, creating a composite system. The "T"s and topping are in turn supported by precast columns and beams. The repair scope was initially limited to three garage levels and then expanded.

Repair Cost $275,000 - All work done on-time without extras. (Actually, the repair area was expanded beyond initial project parameters because there was left over money!

MCE Scope of Services The University of Maryland retained Meyer Consulting Engineers to function as the overall A/E team administrator, Structural Engineer of Record and Parking Consultant. Our scope of work included the following:

Project Management & Administration
Provide overall project management, administration, and coordination for all phases of the work including site investigation & forensic testing, schematic documents, construction documents, construction contract administration, and post construction warranty reviews.
Structural Survey, Documents Review, Forensic Testing, & Evaluation
The structural integrity of the parking garage was the most critical item and was evaluated first. During this phase of work, field inspectors and engineers from MCE conducted an existing condition survey of garage structural members, identified and quantified the type, nature, and extent of defects, and transferred this data to CADD drawings. Proceeding simultaneously with this work, structural members were subjected to a series of tests including chain drag, coring for compressive strength, petrographic analysis, and chloride ion tests to determine physical properties of important structural elements.
Structural Analysis
In this phase of the work, our field survey and forensic test results were assimilated and compared with the garage's original design documents in order to develop appropriate structural repairs for the facility. These repairs were then drafted on large-scale structural drawings and repair specifications produced.
Construction Materials Testing & Inspection
During the repair phase, inspectors from Meyer Consulting Engineers will provide tests and inspections of construction materials to determine compliance with construction repair documents.
Construction Contract Administration
During the construction phase, MCE provided a full-time resident engineer who daily monitored the work of the contractor, processed draws and requisitions, answered RFIs and reviewed change order requests, and alternates. Shop drawings and other samples will be reviewed for design intent.

Identification of Subcontracted Services
MCE had no significant subcontractors.

Date of Contract
March 1996 - May 1997

All work was accomplished within the client's established parameters. All MCE work was completed on-time and within budget.

Accolades
MCE received the attached letter of commendation from the University plus more commissions from the Client. Quoting from the UMAB Assistant Director - "Again, I want to thank you on behalf of UMAB for your excellent accomplishments which have helped to make this project an unqualified success."
